Financial Cooperation Component
The KFW funded Financial Cooperation (FC) component of the SBTP initiated implementation of the project in September 2010. In Phase 1, throughthe FC component, the German government contributed 15 million Eurofor the construction of 10 Regional Blood Centres (RBCs), the upgradation and renovation of 59 hospital blood banks, training of blood services personnel and the financing of voluntary blood donor motivation campaigns.
Consulting services are provided by a consortium composed of two German companies – EPOS Health Management and GOPA Consultants – and a Malaysian consulting company – Mediconsult, joined by M/s Shagufta&Munir Associates for the construction measures.
10 modern Regional Blood Centres (RBCs) have been constructed; two in Punjab (Multan and Bahawalpur); four in Sindh (Karachi, Jamshoro, Nawabshah and Sukkur); and one each in Khyber Pakhtunkhwa (KP), Balochistan, GilgitBaltistan (GB) and State of Azad Jammu and Kashmir (AJK). These RBC are equipped with modern medical and non-medical equipment and state of the art IT equipment and blood bank management information system. The Phase I infrastructure is in various stages of operationalization in the various provinces and regions.
The Phase II of the project has just been initiated with an additional grant of Euro 10 M. In this phase the scope and coverage of the project will be expanded. Five additional RBCs will be developed in Islamabad, Abbottabad, D.I Khan, Faisalabad and Skardu. In addition a number of large public and private sector RBCs will be co-opted in the system and re-designated as “SBTP Collaborating RBCs” and remodel themselves into the SBTP model of functional separation between production and utilization units.
